Statement of Rep. Stephanie Herseth on H.R. 525,
the Small Business Health Fairness Act of 2005

“Yesterday the House of Representatives passed H.R. 525, the Small Business Health Fairness Act of 2005. This legislation is far from perfect, but I supported it because it provides an important opportunity to move the debate forward at a time when most South Dakotans I talk to are desperately seeking access to quality, affordable health care. I have long been a strong supporter of initiatives that would allow small businesses to pool their resources and increase their bargaining power with benefit providers, which will allow them to negotiate better rates and purchase quality health care at a lower cost. While I have some concerns regarding implementation, and while I believe Congress must closely monitor the development of association health plans and use its oversight powers to identify problems and respond accordingly, I also believe the Small Business Health Fairness Act is a step in the right direction.”
